Agile research development incurs several issues such as time constraints and growing gaps in the literature review (a.k.a personal knowledge gaps). There is now a major gap in the literature review on educational policy theory that cascades to the research focus (e.g. chapter 1) and methodology (chapter 3). The patterns found in the previous literature review via keyword searches and hermeneutics need to be appended with policy related to open e-publishing.
The research will continue to apply hermeneutics to find meaning, now in the direction toward policies that may be directly or indirectly related to open e-publishing systems in Canadian educational institutions.
